The features depicted in the layer are Resource Protection and Resource Management Areas. The Virginia General Assembly enacted the Chesapeake Bay Preservation Act in 1988. The Act requires local governments to include water quality protection measures in their zoning and subdivision ordinances and in their comprehensive plans In October 1990, Prince George County adopted the Chesapeake Bay preservation Ordinance to protect environmentally sensitive lands known as Chesapeake Bay Preservation Areas. The most sensitive of these are called Resource Protection Areas and Resource Management Areas. Resource Protection Areas (RPAs), or buffers, are the "corridors of environmentally sensitive land that lie alongside or near the shorelines of streams, rivers, and other waterways. In their natural condition, RPAs protect water quality. Hydrologic data can change and this data layer may not represent the most current state of the County's property data. 1:600 paper Data originated from scanned hard copy maps representing hydrologic boundaries within Prince George County. WorldView Solutions used the County's existing color infrared digital orthophotography as a base map for the project. The County currently maintains all of its tax maps in hard copy format. The County has also scanned each of these maps into a digital image that can be georeferenced to the orthophotography, based on a series of known points in both data sources. WorldView used ArcView's Spatial Analyst extension to "warp" each of the County's scanned tax maps and inserts into the known geometric coordinates of the orthophotography. While this georeferencing process did not place the tax maps into their exact coordinates on the orthophotos, it didprovide enough accuracy for the remainder of the digitizing process. Moreover, the County now has a georeferenced copy of its scanned tax maps, which can be used for historical reference alongside its other GIS layers. Because the County is concerned about the topological relationships between the features in its database and because it does not intend to maintain its data in the short term, WorldView will completed the digitizing and attribution process using ESRI's ArcInfo GIS software. Using the orthophotos and georeferenced tax maps, each hydrology boundary was delineated from the tax maps. Each boundary was cleaned and built in ArcInfo as connected polylines- WorldView identified and resolve discrepancies involving topological errors such as dangling or pseudo nodes. As part of the hydrologic data development process, other boundaries were be delineated and attributed. As each hydrologic boundary was created using the orthophotos and tax maps, it was also be attributed with the unique identification information indicated on its corresponding tax map. Once the boundaries were created, attributed and cleaned, features within the Chesapeake Bay Plan areas were selected and buffered by one hundred feet (100').
